Bug Emails are always sent for shipping physical items

Repro step:
1. Create an order for a physical item
2. Mark the order completed
3. When you mark the order as shipped, uncheck the "Notify customer of this action." checkbox.

Behavior: The customer will receive a shipped email, even though the notify option was not checked.

Expectation: Customer should not receive an email when marking the order as shipped if the "Notify customer of this action." checkbox is unchecked.
